The Bay County Board of County Commissioners is seeking statements of qualifications from firms to develop a feasibility study, preliminary design and permitting for re-opening of the historic East Pass in St. Andrews Bay to a natural, non-armored channel.

Any contract awarded under this Request for Qualifications is expected to be funded in part by a grant from the U.S. Department of Treasury, RESTORE. It is imperative that Respondents examine and become familiar with the grant requirements. Funding for the project has been made possible through this grant and is contingent on strict conformance to the guidelines set forth by this grant. Respondents will comply with the Federal Contract Requirements shown at Exhibit 2 and RESTORE Act Financial Assistance Standard Terms and Conditions and Program-Specific Terms shown at Exhibit 3.

Neither the United States nor any of its departments, agencies or employees is or will be a party to this Request for Qualifications or any resulting contract.

SEALED SUBMITTALS for RFQ NO: 20-36 Feasibility Study of Re-Opening the East Pass will be received by the BOARD OF COUNTY COMMISSIONERS OF BAY COUNTY, FLORIDA at the Purchasing Department, 840 West 11th Street, Suite 2500, Panama City, Florida 32401 up until 2:00 PM (CDT) Tuesday, August 18, 2020. Submittals will be publicly opened immediately following the deadline. It is the sole responsibility of the Respondent to ensure that the Submittal is received on time.

Each Submittal shall be delivered to the Board of County Commissioners Purchasing Department, at 840 W. 11th Street, Suite 2500, Panama City, Florida 32401, no later than the Submittal deadline.

Special Accommodation: Any person requiring a special accommodation at a Pre-Submittal Conference or Submittal opening because of a disability should call the Purchasing Department at (850) 248-8270 at least five (5) workdays prior to the Submittal opening. The County Purchasing Department will be the only point of contact for this RFQ. Under no circumstances may a Respondent contact any County Commissioner, County Administrator, or County employee concerning this RFQ until after award. Any such contact may result in disqualification as per Bay County Code Section 2-124.

Respondents shall submit all questions, in writing, to the Purchasing Department at or FAX to (850) 248-8276. All questions shall be submitted no later than 5:00 pm (CDT) on Friday, August 7, 2020.

All firms, to include sub-consultants, shall be State of Florida licensed professionals.

All professional services to be provided under the awarded contract shall be performed by Professionals licensed to practice in the State of Florida and in strict compliance with the Consultant’s Competitive Negotiation Act, 287.055 F.S. (CCNA). Consultants providing services under this contract shall at all times be knowledgeable of the limiting thresholds of the CCNA statutes and shall ensure that full compliance therewith is maintained at all times.
