Description:

The Bay County Board of County Commissioners is seeking proposals from Design/Build Teams for the for the design, construction, and integration of traffic signal mast arm supports and associated work at designated traffic signal locations that are currently existing on spanwire supports and concrete strain poles.  The work shall be completed in accordance with the Design Criteria Package (DCP) shown as Attachment 4

 

The Design/Build Team may be contractor led, to include contractors who do the design in house, design firm led, or a joint venture as long as it is established and registered in accordance with Florida Statutes.  If used, the joint venture documents shall be included with the proposal submittal. The prime construction contractor and design firm may only be on one team. Subcontractors may be on multiple teams. 

 

The project may be reimbursed by the Hazard Mitigation Grant Program (HMGP) DR-4399-119-R, as approved by the Florida Division of Emergency Management (Division) and the Federal Emergency Management Agency (FEMA) and the Hazard Mitigation Community Development Match Grant (HMGP-CDBG) Program through the Florida Department of Economic Opportunity (FDEO). Funding for the project may be made possible through these grants and is contingent on strict conformance to the guidelines set forth by FDEM, FEMA, and FDEO.   Respondents will comply with the Federal Regulations Contract Requirements shown at Attachment 5.

 

MANDATORY PRE-PROPOSAL MEETING

A MANDATORY Pre-Proposal Meeting will be held at 9:00 am (CDT) on Wednesday, May 11, 2022 in the Purchasing Conference Room, 840 W. 11th Street, Panama City, FL 32401.  

 

Note: Proposers shall attend the pre-proposal meeting. Any Proposer who fails to attend will be deemed non-responsive and automatically disqualified from further consideration. The purpose of this meeting is to familiarize proposers with the project and answer questions. All proposers must be present and signed in prior to the start of the Mandatory pre-proposal Meeting. The convener of the meeting will collect the sign in sheet(s) and the meeting will “Officially” start. Anyone not signed in at the “Official” start of the meeting will be considered late and will not be allowed to bid on the project. Please allow 10 to 15 minutes to sign in prior to the start of the Mandatory Pre-Proposal Meeting.

 

At least one representative from the Construction Team shall be present at the pre-proposal meeting.  The County would prefer that representatives from the Design Team and the Construction Team attend the pre-proposal meeting. 

 

In the event that any discussions or questions at the pre-proposal meeting or afterward require additional clarification the County will issue a written summary of questions and answers as an addendum to this Request for Proposals.

 

PROPOSAL DEADLINE/DELIVERY

SEALED PROPOSALS for RFP NO: 22-37 Traffic Signal Mast Arm Hardening Design-Build Project HMGP 4399-119-R will be received by the BOARD OF COUNTY COMMISSIONERS OF BAY COUNTY, FLORIDA at the Purchasing Department, 840 West 11th Street, Suite 2500, Panama City, Florida 32401 up until 2:00 PM (CDT) Wednesday, June 1, 2022. Proposals will be publicly opened immediately following the deadline. It is the sole responsibility of the Respondent to ensure that the Proposal is received on time.

 

Each Proposal shall be delivered to the Board of County Commissioners Purchasing Department, at 840 W. 11th Street, Suite 2500, Panama City, Florida 32401, no later than the Proposal deadline.

The County Purchasing Department will be the only point of contact for this RFP. Under no circumstances may a Respondent contact any County Commissioner, County Administrator, or County employee concerning this RFP until after award. Any such contact may result in disqualification as per Bay County Code Section 2-124.

Qualifications:
DESIGN FIRM QUALIFICATIONS
The design firm and/or their sub-consultants shall be qualified under Rule Chapter 14-75.003 Florida Administrative Code, in the following types of work: Group 3, Type 3.1 Minor Highway Design; Group 4, Type 4.1.1 Miscellaneous Structures; Group 7, Type 7.3 Signalization; Group 8, Type 8.1 Control Surveying, Type 8.2 Design, Right of Way, and Construction Surveying; and Group 9, Type 9.1: Soil Exploration. If the Design/Build Team proposes to use in-house forces to do surveying or geotechnical exploration, the Team must have the FDOT certification in that specialty.

Engineering firms shall be Florida licensed firms. Engineers shall hold a Florida Professional Engineer’s license. Surveyors shall hold a Professional Land Surveyor’s License.

Proof of Florida Department of Transportation prequalification (current FDOT Certificate

of Qualification) for the design firm and/or their sub-consultants shall be included with

the submittal as part of General Information Tab 2. County staff shall validate certifications using the Florida Department of Transportation’s Procurement Office web site list of prequalified consultants.

CONSTRUCTION CONTRACTOR QUALIFICATIONS
The prime construction contractor or subcontractor shall be qualified under Rule Chapter 14-22 in the following classes of work: 1) Traffic Signal, and 2) Intelligent Transportation Systems.

Proof of Florida Department of Transportation prequalification (current FDOT Certificate of Qualification) for the prime and/or sub-contractor(s) shall be included with the submittal as part of General Information Tab 2. County staff shall validate certifications using the Florida Department of Transportation’s Procurement Office web site list of prequalified contractors.
