INTRODUCTION
The Bay County Board of County Commissioners is seeking statements of qualifications from firms to provide Construction Engineering and Inspection Services (CEI) for Hurricane Michael (HM) Road Rehabilitation Projects. These projects include: mill/resurfacing reconstruction, full depth mixing, base repair and full depth patching, associated shoulder work, striping, and signage as necessary of various roadways in the county. The project will be divided in multiple tasks and may be awarded to multiple successful proposers. It is estimated that construction contracts may total $30,000,000 worth of HM Road Rehabilitation Project construction work. Task Orders for CEI services may be divided amongst the top three ranked firms. The CEI firm will be responsible to perform all required CEI, to maintain necessary documentation and coordinating with County’s Hurricane Michael Project Administrator to ensure FEMA reimbursement for the project.
All professional services to be provided under this agreement shall be performed by Professionals licensed to practice in the State of Florida and in strict compliance with the Consultant’s Competitive Negotiation Act, 287.055 F.S. (CCNA). Consultants providing services under this contract shall at all times be knowledgeable of the limiting thresholds of the CCNA statutes and shall insure that full compliance therewith is maintained at all times.
It is the intent of the County to contract with the top three ranked firms in order to meet the anticipated need for services.
The project may be reimbursed by the Federal Emergency Management Agency (FEMA) as part of Disaster Recovery from Hurricane Michael FEMA Project No. DR-4399. It is imperative that Respondents examine and become familiar with the Public Assistance Program established by the Federal Emergency Management Agency (FEMA). Funding for the project may be made possible through this grant and is contingent on strict conformance to the guidelines set forth by Florida Department of Emergency Management (FDEM) and FEMA. Respondents will comply with the Federal Regulations Contract Requirements shown at Exhibit 5.
SUBMITTAL DEADLINE/DELIVERY
SEALED SUBMITTALS for RFQ NO: 22-57 CEI Services for the Hurricane Michael Roadway Rehabilitation projects will be received by the BOARD OF COUNTY COMMISSIONERS OF BAY COUNTY, FLORIDA at the Purchasing Department, 840 West 11th Street, Suite 2500, Panama City, Florida 32401 up until 2:00 PM (CDT) Wednesday, June 15, 2022. Submittals will be publicly opened immediately following the deadline. It is the sole responsibility of the Respondent to ensure that the Submittal is received on time.
Each Submittal shall be delivered to the Board of County Commissioners Purchasing Department, at 840 W. 11th Street, Suite 2500, Panama City, Florida 32401, no later than the Submittal deadline.
