INTRODUCTION
The Bay County Board of County Commissioners (County) seeks bids from qualified contractors for the stabilization of Sweetwater Branch Road. The total project length is approximately 3.4 miles. The project area will be stabilized with open graded asphaltic concrete pavement, sod, and include adequate roadside shoulders, cross drains and swales as part of roadside drainage improvements.
The project is funded in part by a Section 319 Nonpoint Source Management Program implementation grant from the U.S. Environmental Protection Agency through an agreement/contract with the Nonpoint Source Management Section of the Florida Department of Environmental Protection and the intent is to reduce sediment impacts to the Sweetwater Creek, upper Branch of Econfina Creek Watershed, St. Andrews Bay System. It is imperative that the awarded Contractor examine and become familiar with the grant conditions and Federal Funding requirements (EXHIBIT 5). Funding for the project has been made possible through the grant and is contingent on strict conformance to the guidelines set forth.
BID DEADLINE/DELIVERY
ELECTRONIC/SEALED BIDS for ITB NO: 22-18 Sweetwater Branch Road Sediment Reduction Project will be received by the BOARD OF COUNTY COMMISSIONERS OF BAY COUNTY, FLORIDA up until 2:00 pm (central time) Tuesday, March 21, 2023. Bids will be publicly opened immediately following the deadline. ANY BID RECEIVED AFTER THE SPECIFIED TIME WILL NOT BE CONSIDERED.
Bids for this solicitation may be submitted either electronically via the County’s Bonfire Web portal or by paper, sealed and delivered to the Board of County Commissioners Purchasing Department, at 840 W. 11th Street, Suite 2500, Panama City, Florida 32401.
Bidders electing to submit paper bids should submit one (1) original bid package. Bids shall be enclosed in a sealed envelope bearing the title of the work, the name of the bidder, and the date for opening. It is the sole responsibility of the bidder to ensure that the bid is received on time.
Each bid shall be valid to Bay County for a period of ninety (90) days after the bid opening. The County will check the bids and notify the selected bidder at the earliest opportunity.
