Description:
The Bay County Courthouse located at 300 East 4th Street, Panama City, FL 32401 sustained considerable damage as a result of Hurricane Michael. The Bay County Board of County Commissioners (County) seeks bids from qualified contractors to perform repairs as detailed in the plans and specifications. Work shall be performed in accordance with Exhibit 3 Florida Architects Project Manual and Specifications and Exhibit 4 Florida Architects Project Drawings dated March 8, 2019. The project consists of some demolition of existing damaged roofing materials, temporary roofing materials, and the installation of new metal roofing systems.

MANDATORY PRE-BID MEETING
A MANDATORY Pre-Bid Meeting will be held at 10:00 am (CDT) Tuesday, April 2, 2019 in the Purchasing Department Conference Room, 840 W. 11th Street, Panama City, FL 32401.

SITE VISIT
A Site Visit will be held at 10:00 am (CDT) on Monday, April 8, 2019 at the Bay County Courthouse located at 300 E. 4th Street, Panama City, FL 32401.

SEALED BIDS for ITB NO: 19-43 Bay County Courthouse Re-Roofing Post Storm Repairs will be received by the BOARD OF COUNTY COMMISSIONERS OF BAY COUNTY, FLORIDA at the Purchasing Department 840 W. 11th Street, Suite 2500, Panama City, FL 32401 up until 2:00 pm (CDT) Monday, April 22, 2019. Bids will be publicly opened immediately following the deadline. Each bid shall be valid to Bay County for a period of ninety (90) days after the bid opening.

A Bid Bond, in the amount of 5% of the proposed base bid contract amount, shall accompany each bid. The successful bidder’s security will be retained until the contract has been signed and the bidder has furnished the required Public Construction Bond. The County reserves the right to retain the security of the next bidder until the selected bidder enters into contract or until 90 days after bid opening, whichever is shorter. All other bid security will be returned as soon as practicable.

Under no circumstances may a bidder contact any County Commissioner, County Administrator, or County employee concerning this ITB until after award. Any such contact may result in disqualification as per Bay County Code Section 2-124.

Qualifications:
Contractors shall be Florida licensed General Contractor, Building Contractor, and/or Commercial Roofing Contractors. Sub-Contractors shall be Florida licensed in their trade.
Special Requirements:
The project may be reimbursed by the Federal Emergency Management Agency (FEMA) as part of Disaster Recovery from Hurricane Michael FEMA Project No. DR-4399. It is imperative that Respondents examine and become familiar with the Public Assistance Program established by the Federal Emergency Management Agency (FEMA). Funding for the project may be made possible through this grant and is contingent on strict conformance to the guidelines set forth by Florida Department of Emergency Management (FDEM) and FEMA. Respondents will comply with the Federal Aid Contract Requirements shown at Exhibit 6. A third party consultant may be utilized to provide Construction Engineering and Inspection Services to ensure compliance with Federal Requirements.
