The Bay County Board of County Commissioners (County) seeks bids from qualified contractors to construct a concrete sidewalk on the north side of Merritt Brown Road (0.62 miles), and on the west and east sides of Tommy Smith Drive (0.10 miles) and Merritt Brown Way (0.10 miles). Work includes modification of some existing drainage structures, and installation of some new drainage structures.

A MANDATORY Pre-Bid Meeting will be held at 10:00 am Wednesday, April 10, 2019 in the Purchasing Conference Room, 840 W. 11th Street, Suite 2500, Panama City, FL 32401.

ELECTRONIC BIDS for ITB NO: 19-24 Merritt Brown Sidewalk will be received by the BOARD OF COUNTY COMMISSIONERS OF BAY COUNTY, FLORIDA at the Purchasing Department 840 W. 11th Street, Suite 2500, Panama City, FL 32401 up until 2:00 pm (central time) Friday, April 26, 2019. Bids will be publicly opened immediately following the deadline. Each bid shall be valid to Bay County for a period of ninety (90) days after the bid opening.  Bids for this solicitation will only be accepted electronically online through Bid Express .

A Bid Bond, in the amount of 5% of the proposed base bid contract amount, shall accompany each bid. A scanned copy may be submitted with the e-bid.

The County Purchasing Department will be the only point of contact for this ITB. Under no circumstances may a bidder contact any County Commissioner, County Administrator, or County employee concerning this ITB until after award. Any such contact may result in disqualification as per Bay County Code Section 2-124.

Bidders shall submit all questions, in writing, to the Purchasing Department at or FAX to (850) 248-8276. All questions shall be submitted no later than 5:00 pm (central time) on Tuesday, April 16, 2019.

The Prime Contractor shall be qualified in, under Rule Chapter 14-22, Florida Administrative Code, the following major class of work: 1) Sidewalk. The Prime Contractor or Subcontractor shall be qualified in 2) Drainage, 3) Grading, and 4) Grassing, Seeding, and Sodding.

The project is being funded by a Florida Department of Transportation (FDOT) Local Agency Project (LAP) Agreement # 422934-2-58-01. It is imperative that Bidders examine and become familiar with the Local Agency Program established by the Florida Department of Transportation (FDOT). Funding for the project has been made possible through this grant and is contingent on strict conformance to the guidelines set forth by FDOT and the Federal Highway Administration. Bidders will comply with the Local Agency/Federal Aid Contract Requirements shown at Attachment 3.
