The Bay County Sheriff’s Office (BCSO) Cedar Grove Substation sustained considerable damage as a result of Hurricane Michael. The Bay County Board of County Commissioners (County) seeks bids from qualified contractors to perform interior and exterior repairs to the Cedar Grove Substation building located at 2730 East 14th Street, Panama City, FL 32404. Work shall be performed in accordance with the JS Held reports included as Exhibit 2 Scope of Work.

A MANDATORY Pre-Bid Meeting will be held at 10:00 am (CDT) Wednesday, April 24, 2019 in the Purchasing Department Conference Room, 840 W. 11th Street, Panama City, FL 32401.

Note: Bidders shall attend the pre-bid meeting. Any bidder who fails to attend will be deemed non-responsive and automatically disqualified from further consideration. The purpose of this meeting is to familiarize bidders with the project and answer questions.

All bidders must be present and signed in prior to the start of the Mandatory Pre-Bid Meeting. The convener of the meeting will collect the sign in sheet(s) and the meeting will “Officially” start. Anyone not signed in at the “Official” start of the meeting will be considered late and will not be allowed to bid on the project. Please allow 10 to 15 minutes to sign in prior to the start of the Mandatory Pre-Bid Meeting.

A Site Visit will be held at 10:00 am (CDT) on Monday, April 29, 2019 at the BCSO Cedar Grove Substation located at 2730 E. 14th Street, Panama City, FL 32404.

SEALED BIDS for ITB NO: 19-49 Bay County Sheriff’s Office Cedar Grove Substation Post Storm Building Repairs will be received by the BOARD OF COUNTY COMMISSIONERS OF BAY COUNTY, FLORIDA at the Purchasing Department 840 W. 11th Street, Suite 2500, Panama City, FL 32401 up until 2:00 pm (CDT) Monday, May 13, 2019. Bids will be publicly opened immediately following the deadline. Each bid shall be valid to Bay County for a period of ninety (90) days after the bid opening.

A Bid Bond, in the amount of 5% of the proposed base bid contract amount, shall accompany each bid. The successful bidder’s security will be retained until the contract has been signed and the bidder has furnished the required Public Construction Bond. The County reserves the right to retain the security of the next bidder until the selected bidder enters into contract or until 90 days after bid opening, whichever is shorter. All other bid security will be returned as soon as practicable.

The County Purchasing Department will be the only point of contact for this ITB. Under no circumstances may a bidder contact any County Commissioner, County Administrator, or County employee concerning this ITB until after award. Any such contact may result in disqualification as per Bay County Code Section 2-124.

Bidders shall submit all questions, in writing, to the Purchasing Department at or FAX to (850) 248-8276. All questions shall be submitted no later than 5:00 pm (CDT) on Friday, May 3, 2019.

By registering, you will be placed on the plan-holders list for the solicitation. This list is used for communications from the County to prospective respondents.
Contractors shall be Florida licensed General Contractor or Building Contractor. Sub-Contractors shall be Florida licensed in their trade.
Bids may be deemed nonresponsive if not accompanied by proof of State of Florida General Contractor’s or Building Contractor’s License.
Special Requirements:

The project may be reimbursed by the Federal Emergency Management Agency (FEMA) as part of Disaster Recovery from Hurricane Michael FEMA Project No. DR-4399. It is imperative that Respondents examine and become familiar with the Public Assistance Program established by the Federal Emergency Management Agency (FEMA). Funding for the project may be made possible through this grant and is contingent on strict conformance to the guidelines set forth by Florida Department of Emergency Management (FDEM) and FEMA. Respondents will comply with the Federal Regulations Contract Requirements shown at Exhibit 3. A third party consultant may be utilized to provide Construction Engineering and Inspection Services to ensure compliance with Federal Requirements.
