Pier Usage & Parking Fees

• Spectators - Daily: $3
• Fishing - Daily
  • Regular (over 6 years of age): $6
  • Child (6 years of age and under): No Charge
  • Disabled: $3 (Presentation of registration and handicapped sticker)
  • Active Military: $3
  • Senior (65 and older): $3
• Annual Passes
  • Annual Passes are sold at Frank Brown Park and are honored at both M.B. Miller County Pier and Russell Fields City Pier. 
• Parking
  • The cost to park at the county pier is $2 an hour or $12 per day.  Signage featuring a QR code to download the Passport app is posted throughout the parking lot, and users may download the free app, create an account with their vehicle and payment information and start a parking session.

Bay County Residents Free Parking Pass

• Bay County residents can use the Passport Customer Portal to apply for a free parking permit for the M.B. Miller County Pier. 
  • Below are the step by step instructions for a M.B. Miller Pier Annual Parking Pass for Bay County FL Residents: 
    • Go to baycountyfl.cmrpay.com 

• Create a free new account using your e-mail address to register. 
• Passport will send you an email to verify your account, tap on “verify my account” in that email. 
• Return to baycountyfl.cmrpay.com and log into your new account. 
• Select “Start New Permit Application” 
• Select option “M.B. Miller Pier Annual Parking Pass for Bay County FL Residents” 
• Select “Start Applying”
• Enter your vehicle Tag information including License Plate and State issued and select “Next”, if you have a second vehicle to register select “Add Vehicle” before selecting “Next”. 
• On the next screen enter your contact information and select “Next” after doing so. 
• On the next screen select “Add a File” and chose to either take a photo of your Vehicle Registration or select a pre-taken photo of your Vehicle Registration.  Then select “Review”
•  On the next screen verify that your application summary is correct and select “Add to Cart”.
• When your cart loads select “Check Out”
• When the order details screen loads select “Place Order"
