INTRODUCTION 

The Bay County Board of County Commissioners (County) is seeking Qualifications from Firms to complete a comprehensive feasibility study for developing a new surface water treatment plant in Bay County, Florida.  The study will evaluate treatment technologies, site conditions, environmental constraints, and provide recommendations for design and implementation. 

Funding for the project may be made possible through the Florida Department of Environmental Protection (FDEP) and through the Office of Local Defense Community Cooperation (OLDCC) and is contingent on strict conformance to the guidelines set forth by FDEP and the OLDCC.  

SUBMITTAL DEADLINE/DELIVERY

ELECTRONIC OR PAPER SUBMITTALS for RFQ NO: 26-18 North Bay County Water Treatment Plant Feasibility Study will be received by the BOARD OF COUNTY COMMISSIONERS OF BAY COUNTY, FLORIDA at the Purchasing Department, 840 West 11th Street, Suite 2500, Panama City, Florida 32401 up until 2:30 pm (CDT) Tuesday, March 3, 2026.  Submittals will be publicly opened immediately following the deadline. It is the sole responsibility of the Respondent to ensure that the Submittal is received on time.

Submittals for this solicitation may be submitted either electronically via OPENGOV PROCUREMENT or by paper, sealed and delivered to the Board of County Commissioners Purchasing Department, at 840 W. 11th Street, Suite 2500, Panama City, Florida 32401. 

Respondents submitting paper should submit one (1) original and one (1) electronic version of the package.   The electronic version should be in pdf format on a USB drive. Electronic versions submitted via e-mail will not be accepted. If the submittal contains confidential information, such information shall be in a separate pdf document. Submittals shall be enclosed in a sealed envelope bearing the title of the solicitation, the name of the Respondent and the date for opening.  Submittals shall be valid to Bay County for a period of 180 days after the opening.

Special Accommodation:  Any person requiring a special accommodation at a Pre-Submittal Conference or Submittal opening because of a disability should call the Purchasing Department at (850) 248-8270 at least five (5) workdays prior to the Submittal opening. Bid documents, plans, blueprints, or other materials may also be obtained by contacting the Bay County Purchasing Department, , 840 West 11th Street, Suite 2500, Panama City, FL 32401, (850) 248-8270.

For those projects with separate plans, blueprints, or other materials that cannot be accessed through the internet, the Purchasing Department will make a good faith effort to ensure that all registered respondents (those who have been registered as receiving a qualifications package) receive the documents.

POINT OF CONTACT

The County Purchasing Department will be the only point of contact for this RFQ. Under no circumstances may a Respondent contact any County Commissioner, County Administrator, or County employee concerning this RFQ until after award. Any such contact may result in disqualification as per Bay County Code Section 2-124.

QUESTIONS

Respondents shall submit all questions, in writing, to the Purchasing Department at Purchasing@baycountyfl.gov or FAX to (850) 248-8276. All questions shall be submitted no later than 5:00 pm (CDT) Monday, February 24, 2026.

Qualifications:
QUALIFICATIONS

All firms, to include sub-consultants, shall be State of Florida licensed professionals. Engineering firms shall be Florida licensed firms. Engineers shall hold a Florida Professional Engineer’s license.
