The Bay County Board of County Commissioners, the Bay County Constitutional Officers (Clerk, Sheriff, Tax Collector, Property Appraiser, & Supervisor of Elections) and the Cities of Callaway, Lynn Haven, Mexico Beach, Panama City, Panama City Beach, Parker, and Springfield “Consortium” are seeking Qualifications from Firms for Architectural, Interior Design, Engineering, Geotechnical, and Surveying Services for projects within the County. Services will be on an as-needed basis for projects to be coordinated with the General Services, Public Works, or Utility Services Departments; however, other County Departments or Divisions may require and access services as well during the terms of the contract. Each individual Consortium member may, in the member’s individual discretion, execute a contract with the consultant selected to provide services.
All professional services to be provided under this agreement shall be performed by Professionals licensed to practice in the State of Florida and in strict compliance with the Consultant’s Competitive Negotiation Act, 287.055 F.S. (CCNA). Consultants providing services under this contract shall at all times be knowledgeable of the limiting thresholds of the CCNA statutes and shall insure that full compliance therewith is maintained at all times.
It is the intent of the County to contract with several firms in order to meet the anticipated need for services. Contracts awarded under this solicitation will supersede all current continuing services contracts with the County for Architectural/Interior Design and Engineering Services.
SEALED SUBMITTALS for RFQ NO: 20-51 Architectural, Engineering, Geotechnical, and Surveying Professional Services will be received by the BOARD OF COUNTY COMMISSIONERS OF BAY COUNTY, FLORIDA at the Purchasing Department, 840 West 11th Street, Suite 2500, Panama City, Florida 32401 up until 2:00 pm (CDT) Thursday, July 23, 2020. Submittals will be publicly opened immediately following the deadline. It is the sole responsibility of the Respondent to ensure that the Submittal is received on time. Firms may virtually attend solicitation openings by calling (850) 215-2681 at the time of the opening.
Each Submittal shall be delivered to the Board of County Commissioners Purchasing Department, at 840 W. 11th Street, Suite 2500, Panama City, Florida 32401, no later than the Submittal deadline.
Special Accommodation: Any person requiring a special accommodation at a Pre-Submittal Conference or Submittal opening because of a disability should call the Purchasing Department at (850) 248-8270 at least five (5) workdays prior to the Submittal opening. The County Purchasing Department will be the only point of contact for this RFQ. Under no circumstances may a Respondent contact any County Commissioner, County Administrator, or County employee concerning this RFQ until after award. Any such contact may result in disqualification as per Bay County Code Section 2-124. Respondents shall submit all questions, in writing, to the Purchasing Department at Purchasing@baycountyfl.gov or FAX to (850) 248-8276. All questions shall be submitted no later than 5:00 pm (CDT) Monday, July 13, 2020.

All firms, to include sub-consultants, shall be State of Florida licensed professionals in appropriate categories. Where applicable, Firms must be FDOT pre-qualified in accordance with F.A.C. 14-75.003, Minimum Technical Qualification Standards by Type of Work, in the appropriate category of work.
