Illicit Discharge

As required by the County NPDES Stormwater Permit, no person shall discharge into the County’s municipal storm drain system or watercourses any materials or water containing any pollutants that cause a violation of applicable Federal or State water quality standards.

Report Illicit Discharge

To report illicit discharge into stormwater inlets, ditches or other waterways contact the Engineering Division. Please provide us with a contact name, daytime phone number and specific location of the illicit discharge.

Exemptions

The commencement, conduct, or continuance of any illegal discharge to the storm drain system is prohibited except for the following discharges which are exempt from discharge prohibitions: 

  • Air conditioning condensation
  • Crawl space pumps
  • Landscape irrigation or lawn watering
  • Diverted stream flows
  • Rising ground water
  • Ground water infiltration to storm drains
  • Uncontaminated pumped ground water
  • Foundation or footing drains (not including active groundwater dewatering systems)
  • Springs
  • Non-commercial washing of vehicles
  • Natural riparian habitat or wet-land flows
  • Swimming pools (if dechlorinated - typically less than one PPM chlorine)
  • Fire fighting activities
  • Water line flushing or other potable water sources
  • Any other water source not containing pollutants
