Williams Bayou Pump Station

STATEMENT OF PURPOSE: 

The purpose of this Scope of Work is to provide protective measures to Williams Bayou Pump Station, in Panama City, Bay County, Florida, funded through the Hazard Mitigation Grant Program (HMGP) DR- 4399-016-R, as approved by the Florida Division of Emergency Management (Division) and the Federal Emergency Management Agency (FEMA).

PROJECT OVERVIEW:

As a Hazard Mitigation Grant Program project, the Sub-Recipient proposes to mitigate the Williams Bayou Pump Station, located at 4813 Highway 2321, Panama City, Florida 32404. Coordinates (30.258689, -85.589616). 

The proposed scope of work is to purchase and install a 2.5 MW permanent generator, or the adequate size determined by the vendor and/or an electrical engineer during the bid process to appropriately support the critical utility. Additionally, the applicant proposes to install seven (7) Variable Frequency Drives (VFDs), one for each of the raw water pumps and motors, to protect them against power surges and phase losses; the VFDs will be housed in a prefabricated E-House type enclosure. A platform or raised concrete slab will be constructed to elevate the VFD E-House and generator.

The generator and VFDs shall be protected against a 500-year flood event by implementing specific activities or by locating them outside the Special Flood Hazard Area (SFHA) and shall be protected against the wind with a rated enclosure based on its location requirements. Activities shall be completed in strict compliance with Federal, State, and Local Rules and Regulations.
