Q. When does Bay County Emergency Services open cooling or warming shelters?
A. Bay County Emergency Services partners with community organizations to provide cooling and warming shelters when weather conditions pose a risk to public health and safety. The Department of Emergency Services works closely with the National Weather Service to monitor current and forecasted conditions and to guide decision-making. Nothing within these guidelines prevent community-based or faith-based organizations from independently providing heating or cooling services at their discretion.
The following temperature thresholds serve as general guidelines. The County Chief of Emergency Services may authorize the opening of shelters outside of these guidelines when necessary to protect the health and welfare of the public.
- Temperature Guidelines
- Cooling Shelters: Activated when the heat index is forecasted to meet or exceed 100°F for more than four (4) consecutive hours, sustained for two (2) or more consecutive days, or when an extreme heat warning is issued.
- Warming Shelters: Activated when the ambient temperature is forecasted to drop to or below 32°F for more than four (4) consecutive hours, sustained for two (2) or more consecutive days (including wind chill), or when an extreme cold warning is issued.
